Pangkalpinang – Provinsi Kepulauan Bangka Belitung, khususnya Kabupaten Belitung dan Kabupaten Belitung Timur menjadi salah satu dari tiga provinsi yang menjadi pilot area Proyek Land and Seascape Solutions for Indonesia (LASSO). Sedangkan dua provinsi pilot lainnya adalah Provinsi Sulawesi Tengah dengan area Kota Palu, Kabupaten Sigi, serta Kabupaten Donggala, dan Provinsi Jawa Tengah dengan area Kabupaten Kebumen, Kabupaten Cilacap, dan Kabupaten Banyumas.
Kepala Bidang Penelitian dan Pengembangan, Bappeda Provinsi Kepulauan Bangka Belitung, Rusdi, mengatakan proyek ini ini merupakan kerjasama di bawah Bappenas dengan pendanaan dari Jerman melalui konsorsium yang terdiri dari GIZ, ICRAF, Yayasan Kehati dan SNV.
"Untuk di Provinsi Kepulauan Bangka Belitung akan fokus di Kabupaten Belitung dan Kabupaten Belitung Timur dengan tujuan meningkatkan ketahanan terhadap aktivitas tambang," kata Rusdi saat membuka FGD Kajian Baseline Proyek Land and Seascape Solutions for Indonesia (LASSO) di ruang rapat Pulau Ketawai, Selasa (01/08/2023). Rusdi juga menjelaskan bahwa sebelumnya Provinsi Kepulauan Bangka Belitung juga pernah menjadi lokasi Pilot Cooperation Exchange (PCE) untuk keberlanjutan bekas tambang timah dengan pendanaan dari Pemerintah Jerman melalui German Federal Institute for Geosciences and Natural Resources (BGR) bermitra dengan Kementerian ESDM.
Proyek LASSO merupakan kerjasama antara Pemerintah Indonesia dan Jerman dengan pendanaan hibah langsung dari the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety, and Consumer Protection (BMUV). "Proyek LASSO sudah dimulai dari tahun kemarin dan dilaksanakan selama 5 tahun sampai dengan tahun 2028," kata Yuliana Cahya Wulan, project manager dari GIZ, di depan peserta FGD yang berasal dari perangkat daerah, BPS, BPDAS Baturusa-Cerucuk, dan perguruan tinggi di Provinsi Kepulauan Bangka Belitung.
Tujuan proyek LASSO, lanjut Wulan, adalah untuk mengurangi degradasi bentang darat dan laut yang dapat meningkatkan ketahanan ekosistem sehingga keanekaragaman hayati, sumber daya alam, dan jasa ekosistem dapat dikelola dan memberikan manfaat kepada masyarakat. "Kedepannya, proyek LASSO ini nantinya akan mendukung penguatan perencanaan pembangunan nasional yang terintegrasi dari hulu ke hilir," kata Wulan. Selanjutnya, tim dari P4W-IPB dibawah koordinator pelaksana kajian Baseline, Dr. Mujio, melakukan pengumpulan data dan informasi awal dari perwakilan instansi yang hadir.
Bangka Belitung Becomes LASSO Pilot Area
Pangkalpinang – Kepulauan Bangka Belitung Province, specifically Belitung Regency and East Belitung Regency, is one of the three provinces that became the pilot areas of the Land and Seascape Solutions for Indonesia (LASSO) Project. The other two pilot provinces are Central Sulawesi Province, with the pilot regions of Palu City, Sigi Regency, and Donggala Regency, and Central Java Province, with the pilot areas of Kebumen Regency, Cilacap Regency, and Banyumas Regency.
Head of the Research and Development Division of Bappeda of Bangka Belitung Province, Rusdi, said that this project is a collaboration between Bappenas and a consortium consisting of GIZ, ICRAF, Kehati Foundation, and SNV with funding from Germany.
"For the Kepulauan Bangka Belitung Province, this project will focus on Belitung Regency and East Belitung Regency to increase resilience to mining activities," said Rusdi when opening the Focus Group Discussion on the Baseline Study of the Land and Seascape Solutions for Indonesia (LASSO) Project in the Pulau Ketawai meeting room, Tuesday (01/08/2023). Rusdi also explained that previously, Kepulauan Bangka Belitung Province had also become a Pilot Cooperation Exchange (PCE) location for the sustainability of tin mining with funding from the German Government through the German Federal Institute for Geosciences and Natural Resources (BGR) in partnership with the Ministry of Energy and Mineral Resources of Indonesia (ESDM).
The LASSO project is a collaboration between the governments of Indonesia and Germany funded by a direct grant from the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety, and Consumer Protection (BMUV). "The LASSO project started last year and will be implemented for five years until 2028," said Yuliana Cahya Wulan, project manager from GIZ, in front of FGD participants from regional units, Statistic (BPS) office, Watershed Office (BPDAS) of Baturusa-Cerucuk, and universities in Kepulauan Bangka Belitung Province.
The goal of the LASSO project, continued Wulan, is to reduce land and seascape degradation that can increase ecosystem resilience to enable biodiversity, natural resources, and ecosystem services management that can benefit the community. "In the future, this LASSO project will support the strengthening of integrated national development planning from upstream to downstream," said Wulan. Furthermore, the team from P4W-IPB under the coordinator of the baseline study, Dr. Mujio, collected initial data and information from representatives of the agencies present.
