Pangkal Pinang – Pemerintah Provinsi Kepulauan Bangka Belitung (Pemprov Babel) siap berkolaborasi dan mendukung penuh implementasi Technical Cooperation (TC) on Mine Reclamation and Forest Protection. Hal ini ditegaskan oleh Kepala Bappeda Provinsi Kepulauan Bangka Belitung, Dr. Joko Triadhi, dalam rapat pembahasan tindak lanjut kerja sama dengan Kementerian PPN/Bappenas RI dan Bundesanstalt für Geowissenschaften und Rohstoffe (BGR), di ruang Video Conference Bappeda, Rabu (05/11/2025).
Joko Triadhi menyambut baik kerja sama dengan BGR ini, yang merupakan lanjutan dari Pilot Cooperation Exchange on the Sustainability of Tin Mining in Indonesia. Menurutnya, proyek kerja sama teknis ini sangat relevan dengan kebutuhan daerah dan dapat berjalan selaras dengan prioritas daerah, terutama dalam mendukung pembangunan geopark di Bangka Belitung
"Tapi sekali lagi kami ingin sampaikan kepada kawan-kawan BGR dan juga kawan-kawan Bappenas, kegiatan ini, sangat kami butuhkan, baik di Pulau Belitung maupun di Pulau Bangka. Karena secara karakteristik dan potensi, aktivitas pertambangan ini ada di kedua pulau. Kami juga berharap, kerjasama ini dapat berjalan selaras dengan catatan evaluasi revalidasi status UNESCO Global Geopark Belitung," ujar Joko Triadhi.
Ia menjelaskan bahwa Pemprov Babel memiliki keterbatasan dalam memenuhi semua item evaluasi agar status Geopark kembali menjadi "hijau". Untuk itu, ia berharap proyek BGR dapat saling mendukung dengan APBD Provinsi dan program lainnya sehingga intervensi untuk geopark terlihat signifikan saat revalidasi nanti.
"Kami di provinsi tentu saja harus memastikan bahwa pemerataan pembangunan kewilayahan itu harus kita lakukan. Intinya kami di provinsi siap support implementasi proyek ‘Mine Reclamation and Environmental Protection’ ini," tegasnya. Ia juga menekankan pentingnya koordinasi yang terstruktur dan terarah untuk memudahkan koordinasi antara berbagai pihak dalam kerja sama ini.
Perwakilan dari Direktorat Sumber Daya Energi, Mineral, dan Pertambangan Kementerian PPN/Bappenas, Annisa P. Widiani menjelaskan bahwa Bappenas menjadi executing agency dari kerjasama teknis ini. Ia juga menjelaskan mengapa proyek yang dirancang bersama oleh BGR dan Pemprov Babel sejak beberapa tahun lalu untuk keberlanjutan reklamasi bekas tambang timah ini akhirnya diletakkan pada geopark, yaitu agar tidak tumpang tindih dengan kewenangan dan tugas yang ada di kementerian lain.
"Akhirnya kami juga coba untuk menyesuaikan kembali ruang lingkup proyek ini menjadi di kawasan geopark," jelas Annisa.
Penyesuaian ini dilakukan karena Bappenas merupakan Sekretariat Komite Nasional Geopark Indonesia (KNGI). Meski lokasi proyek percontohan ditetapkan di Geopark Belitung dan Geopark Meratus di Kalimantan, Annisa menegaskan bahwa output berupa pedoman dan program pertukaran pengetahuan akan bersifat terbuka dan dapat diterapkan di wilayah lain. Ia juga sepakat dengan arahan Kepala Bappeda Babel terkait revalidasi status UNESCO Global Geopark Belitung, dan Bappenas akan memastikan nantinya kegiatan yang dilaksanakan akan selaras.
BGR selaku pelaksana kerja sama dari pihak Pemerintah Federal Jerman merupakan Lembaga Geosain dan Sumber Daya Alam di bawah Kementerian Ekonomi dan Energi Pemerintah Federal Jerman. Hadir dalam pertemuan ini Dr. Andreas Mὃller selaku pimpinan proyek, Jan-Niklas Sander selaku focal point untuk Bangka Belitung, dan Achim Six selaku focal point untuk Kalimantan Selatan. Jan-Niklas Sander memaparkan bahwa proyek senilai 3 juta Euro ini akan berlangsung dari tahun 2025 hingga 2028, yang tidak hanya bertujuan pada keberlanjutan kegiatan reklamasi, melainkan untuk "transformasi" jangka panjang yang holistik.
Dalam paparannya, Jan Sander menjelaskan pula perbedaan antara kegiatan reklamasi, paskatambang, dan transformasi. Transformasi wilayah sendiri merupakan proses menyeluruh dan jangka panjang yang merubah bekas lahan tambang menjadi pusat kegiatan baru yang berkelanjutan.
Transformasi ini, lanjutnya, ditopang oleh tiga pilar: sosial untuk memperkuat kapasitas lokal dan menciptakan mata pencaharian baru; ekologi untuk renaturalisasi dan perlindungan keanekaragaman hayati; dan ekonomi untuk mengakhiri ketergantungan pada area bekas tambang melalui inovasi misalnya melalui pariwisata. Proyek ini diantaranya akan menghasilkan standar pedoman reklamasi serta proyek percontohan, dengan fokus reklamasi berkelanjutan lahan bekas tambang timah di Bangka Belitung dan batu bara untuk Kalimantan Selatan.

Pangkal Pinang – The Provincial Government of Kepulauan Bangka Belitung (Babel Prov’ Gov’) is ready to collaborate and fully support the implementation of the Technical Cooperation (TC) on Mine Reclamation and Forest Protection. This was emphasized by the Head of Development Planning Agency (Bappeda) of Babel, Dr. Joko Triadhi, during a meeting to discuss follow-up cooperation with the Ministry of National Development Planning/Bappenas and the Bundesanstalt für Geowissenschaften und Rohstoffe (BGR) in the Bappeda Video Conference Room on Wednesday (05/11/2025).
Joko Triadhi welcomed this cooperation with BGR, which is also to enhance the previous Pilot Cooperation Exchange on the Sustainability of Tin Mining in Indonesia with BGR. According to him, this technical cooperation project is highly relevant to regional needs and aligned with regional priorities, particularly in supporting geopark development in Bangka Belitung.
"Nevertheless, we want to convey to our colleagues at BGR and also our colleagues at Bappenas that we really need this activity, both on Belitung Island and Bangka Island. Because, in terms of characteristics and potential, mining activities are present on both islands. We also hope that this collaboration can align with the evaluation notes for the revalidation of Belitung's UNESCO Global Geopark status," said Joko Triadhi.
He explained that the Bangka Belitung Provincial Government faces limitations in fulfilling all evaluation items to restore the Geopark's status to "green." Therefore, he hopes this BGR project can complement the Provincial Budget (APBD) and other programs so that interventions for the geopark are significant for the revalidation.
"We at the provincial government must, of course, ensure equal distribution of regional development. Essentially, we at the provincial government are ready to support the implementation of this 'Mine Reclamation and Environmental Protection' project," he emphasized. He also underlined the importance of structured and targeted coordination to facilitate coordination among the various parties involved in this cooperation.
Representatives of the Directorate of Energy, Mineral and Mining Resources of the PPN Ministry/Bappenas, Annisa P. Widiani, explained that Bappenas is the executing agency from the Indonesian side in this cooperation. She also clarified the reasons behind this cooperation project, which was planned several years ago by BGR together with Bappeda of Babel for ex-tin mining area reclamation, is now placed within the geopark theme, which is to avoid overlapping of authority and duties with other ministries.
"Subsequently, we also tried to readjust the scope of this project to be within the geopark area," Annisa explained.
This adjustment was made because Bappenas is the Secretariat of the Indonesian National Geopark Committee (KNGI). Although the pilot project locations are set for the Belitung Geopark and Meratus Geopark in Kalimantan, Annisa emphasized that the outputs, in the form of guidelines and knowledge exchange programs, will be open and applicable to other regions. He also agreed with the direction of the Head of Bappeda Babel regarding the revalidation of Belitung's UNESCO Global Geopark status, and Bappenas will ensure that the activities implemented are aligned.
BGR, the executing agency for the German Federal Government, is the Institute for Geosciences and Natural Resources under the German Federal Ministry of Economic Affairs and Energy. Present at the meeting were Dr. Andreas Mὃller, the project leader; Jan-Niklas Sander, the focal point for Bangka Belitung, and Achim Six, the focal point for South Kalimantan. Jan-Niklas Sander explained that the €3 million project, which will run from 2025 to 2028, aims not only for the sustainability of reclamation activities but also for a holistic, long-term "transformation."
In his presentation, Jan Sander also explained the concepts of reclamation, post-mining, and transformation. Regional transformation itself is a comprehensive and long-term process that transforms former mining areas into new sustainable centers of activity.
The transformation is supported by three pillars: the social pillar to strengthen local capacity and create new livelihoods; the ecological pillar to re-naturalize and protect biodiversity; and the economic pillar to end dependence on former mining areas through innovation, such as tourism. This project will include producing reclamation guidelines and pilot projects, focusing on sustainable reclamation of ex-tin mining areas in Bangka Belitung and ex-coal mining areas in South Kalimantan.
