Pangkalpinang – Perencanaan pembangunan merupakan suatu proses untuk menentukan tindakan masa depan yang tepat melalui urutan pilihan, dengan memperhitungkan sumber daya yang tersedia. Hal tersebut diungkapkan Kepala Bidang Perencanaan, Pengendalian, dan Evaluasi Pembangunan Daerah, Bappeda Provinsi Kepulauan Bangka Belitung (Babel), Dr. Agung Dwi Chandra saat membuka Sosialisasi Kepmendagri Nomor 900.1.15.5-1317 Tahun 2023 dan Orientasi Penyusunan RKPD Tahun 2025, Swiss-Belhotel Pangkalpinang, Kamis (30/11/2023).
Beberapa pencapaian indikator pembangunan di Provinsi Kepulauan Bangka Belitung sudah menunjukkan keberhasilan, namun sebagian indikator masih berada di bawah angka nasional. Menurut Agung Dwi Chandra, pertumbuhan ekonomi Provinsi Kepulauan Bangka Belitung Triwulan I 2023 terhadap Triwulan I 2022 (c to c) tumbuh sebesar 4,37 persen, meningkat dibandingkan capaian triwulan I 2022 yang tumbuh sebesar 3,28 persen. Sementara itu, penduduk miskin Provinsi Kepulauan Bangka Belitung terus mengalami penurunan dari tahun ke tahun. Pada bulan Maret 2023, persentase penduduk miskin Bangka Belitung sebesar 4,52 persen.
"Provinsi Kepulauan Bangka Belitung merupakan provinsi terendah ke-4 setelah Bali, Kalimantan Selatan, dan DKI Jakarta. Persentase tersebut berada di bawah angka rata-rata nasional yaitu 9,36 persen, " kata Agung Dwi Chandra dihadapan peserta sosialisasi yang berasal dari perwakilan perangkat daerah di Provinsi Kepulauan Bangka Belitung. Hadir sebagai narasumber sosialisasi, Doddy Afianto dan Jiwa Muhammad Satria Nusantara dari Dirjen Bina Pembangunan Daerah Kementerian Dalam Negeri Republik Indonesia.
Selain memperhatikan capaian pembangunan, dalam penyusunan perencanaan pembangunan tahun 2025 harus memperhatikan dasar hukum yang berlaku. Penyusunan Rencana Kerja Pembangunan Daerah Provinsi Kepulauan Bangka Belitung Tahun 2025 harus berdasarkan Keputusan Menteri Dalam Negeri Republik Indonesia Nomor 900.1.15.5-1317 Tahun 2023 Tentang Perubahan Atas Keputusan Menteri Dalam Negeri Nomor 050-5889 Tahun 2021 Tentang Hasil Verifikasi, Validasi, dan Inventarisasi Pemutakhiran Klasifikasi, Kodefikasi dan Nomenklatur Perencanaan Pembangunan dan Keuangan Daerah.
"Pemutakhiran klasifikasi, kodefikasi, dan nomenklatur ini berdasarkan usulan pemerintah daerah, perubahan kebijakan, dan/atau peraturan perundang-undangan yang selanjutnya ditambahkan dalam database sistem informasi pemerintahan daerah, " ungkap Agung Dwi Chandra. Proses penyusunan dokumen perencanaan dan penganggaran, lanjut Agung Dwi Chandra, dimulai satu tahun sebelum pelaksanaan, sehingga pada awal tahun 2024 proses perencanaan untuk tahun 2025 mendatang sudah dimulai. Hal tersebut merupakan tahapan penting untuk menentukan tindakan masa depan dalam rangka mencapai tujuan pembangunan yang lebih baik secara transparan dan akuntabel.

Some development indicators achievements in the Kepulauan Bangka Belitung Province have shown success, but some indicators are still below national figures. According to Agung Dwi Chandra, the economic growth of the Kepulauan Bangka Belitung Province in the first quarter of 2023 compared to the first quarter of 2022 (c to c) grew by 4.37 percent, an increase compared to the growth of the first quarter of 2022 of 3.28 percent. Meanwhile, the poor population of the Kepulauan Bangka Belitung Province continues to decline from year to year. In March 2023, the percentage of poor people in Bangka Belitung was 4.52 percent.
"[The poor in – trans.ed.] Kepulauan Bangka Belitung Province is the 4th lowest after Bali, South Kalimantan, and DKI Jakarta. The percentage is below the national average of 9.36 percent," said Agung Dwi Chandra in front of the participants, who were representatives of regional units in the Kepulauan Bangka Belitung Province. The resource persons for the dissemination were Doddy Afianto and Jiwa Muhammad Satria Nusantara from the Directorate General of Regional Development of the Ministry of Home Affairs of the Republic of Indonesia.
In addition to paying attention to development achievements, the preparation of the 2025 development planning must follow the applicable legal basis. The preparation of the Regional Development Work Plan of the Kepulauan Bangka Belitung Province of 2025 must be in accordance with the Decree of the Minister of Home Affairs of the Republic of Indonesia Number 900.1.15.5-1317 of 2023 concerning Amendments to the Decree of the Minister of Home Affairs Number 050-5889 of 2021 concerning the Results of Verification, Validation, and Inventory of Updating Classification, Codification and Nomenclature of Regional Development and Financial Planning.
"The updating of classification, codification, and nomenclature is based on local government proposals, policy changes, and/or laws and regulations, which are then added to the local government information system database," said Agung Dwi Chandra. The process of preparing planning and budgeting documents, Agung Dwi Chandra continued, begins one year before the implementation so that at the beginning of 2024 the planning process for the upcoming 2025 may begin. This is an important stage to determine future actions to achieve better development goals transparently and accountable.
