Belitung – Ekonomi di Provinsi Kepulauan Bangka Belitung (Kep. Babel) di tahun 2021 mengalami akselerasi, dengan pertumbuhan sebesar 5,1 persen year on year. Koordinator Neraca Pembayaran, Direktorat Perencanaan Makro dan Analisis Statistik, Kementerian PPN/Bappenas RI, Ibnu Yahya mengatakan, pertumbuhan tersebut menandakan mulai pulihnya perekonomian di Babel.
Pertumbuhan ekonomi Provinsi Kepulauan Bangka Belitung didorong oleh industri pengolahan, terutama logam dasar akibat peningkatan harga timah, pertanian, perdagangan, serta jasa kesehatan dalam upaya pengendalian COVID 19.
“Pemulihan ekonomi di sisi pengeluaran terutama didorong oleh ekspor yang bertumbuh pesat seiring peningkatan harga timah. Daya beli masyarakat juga mulai membaik serta aktivitas ekonomi mulai pulih, sehingga konsumsi rumah tangga dan investasi turut mendorong pertumbuhan,” kata Ibnu Yahya saat menjadi narasumber pada Seminar Arah Perencanaan Pembangunan Daerah Provinsi Kepulauan Bangka Belitung Tahun 2023-2026 di Gedung Serba Guna Pemerintah Kabupaten Belitung, Tanjung Pandan, Rabu (30/03).
Pada Seminar yang dibuka oleh Gubenur Erzaldi Rosman, Ibnu Yahya menambahkan, dalam jangka menengah panjang, Indonesia mempunyai visi untuk keluar dari middle income trap dan menjadi negara maju sebelum tahun 2045, untuk itu pasca pandemi Covid-19 pertumbuhan ekonomi harus tumbuh rata-rata 6 persen.
“Untuk mencapai visi 2045, pertumbuhan ekonomi Provinsi Kepulauan Bangka Belitung diharapkan berada pada angka 4,4 sampai 5,4 persen pada tahun 2023 sampai dengan tahun 2026, dengan harapan investasi dapat tumbuh sekitar 4,5 sampai dengan 5,6 persen per tahun untuk mendukung pertumbuhan tersebut ,” kata Ibnu Yahya.
Namun, masih terdapat faktor penghambat utama di Provinsi Kepulauan Bangka Belitung berdasarkan analisis growth diagnostic, makro dan fiskal, dan pendidikan SDM, serta faktor penghambat lainnya yaitu aspek pembiayaan.
Di sisi makro dan fiskal , hasil identifikasi permasalahan menunjukkan rendahnya daya tarik investasi, kurangnya diversifikasi ekspor dan kurangnya kemandirian fiskal yang mempengaruhi pendapatan yang mampu diperoleh daerah untuk menjalankan perekonomian, termasuk penyediaan barang publik.
Pada sisi pendidikan SDM, rendahnya angka partisipasi murni (APM) dan lama sekolah mempengaruhi kualitas SDM yang akhirnya mempengaruhi produktivitas. “Pendidikan menentukan kualitas SDM yang akhirnya mempengaruhi produktivitas, karena terkait dengan keterampilan dan adaptasi terhadap perkembangan teknologi,” kata Ibnu Yahya.

Bappenas: Babel's Economy Accelerates
Belitung – The economic growth in Kepulauan Bangka Belitung Province (Kep. Babel) accelerated in 2021, with a growth of 5.1 percent year on year. The Coordinator of the Balance of Payments, Directorate for Macro Planning and Statistical Analysis, Ministry of National Development Planning/Bappenas RI, Ibnu Yahya, said this growth marked the beginning of the economic recovery in Babel.
The manufacturing industry, mainly the base metal manufacturing industry, drove the economic growth of the Kepulauan Bangka Belitung Province, due to the increasing price of tin, agriculture trade, and health services in the efforts to control Covid 19.
“Economic recovery on the expenditure side was mainly driven by exports, which rapidly grew in line with the increase in tin price. People's purchasing power is also starting to improve and economic activity is starting to recover, so household consumption and investment also encourage growth," said Ibnu Yahya, when he was a resource person at the Seminar on Regional Development Planning Directions of the Kepulauan Bangka Belitung Province Year 2023-2026 at Gedung Serba Guna of Belitung Regency Government, Tanjung Pandan, Wednesday (30/03).
In the seminar opened by Governor Erzaldi Rosman, Ibnu Yahya added that in the medium to long term vision, Indonesia has to get out of the middle-income trap and becomes a developed country before 2045, therefore after the Covid-19 pandemic, economic growth must grow at an average of 6 percent.
"Achieving the 2045 vision, the economic growth of the Kepulauan Bangka Belitung Province is expected to be at 4.4 to 5.4 percent from 2023 to 2026, expecting that investment can grow around 4.5 to 5.6 percent per year to support this growth," said Ibnu Yahya.
However, the main impeding factor in the Kepulauan Bangka Belitung Province, based on the analysis of growth diagnostics, macro and fiscal, human resource education, and other impeding factors is the financing aspect.
On the macro and fiscal side, the results of the problem identification show the low attractiveness of investment, the lack of export diversification, and the lack of financial independence that affect the income obtained by the regions to run the economy, including the provision of public goods.
In terms of human resource education, the low net enrolment rate (NER) and years of schooling affect the quality of human resources, which ultimately affects productivity. "Education determines the quality of human resources, which ultimately affects productivity because it is related to skills and adaptation to technological developments," said Ibnu Yahya.
