Pangkalpinang. Sekretaris Bappeda Provinsi Kepulauan Bangka Belitung meminta perangkat daerah bersama mitra PD yang ada di Bappeda Kep. Babel untuk dapat memverifikasi usulan DAK Fisik Tahun 2022 dari kabupaten/kota melalui Aplikasi Krisna DAK 2021 dengan baik.
Verifikasi usulan kabupaten/kota DAK Fisik Tahun 2022 oleh provinsi, dilaksanakan dari tanggal 2 Juli sampai dengan 7 Juli 2021. Sedangkan untuk verifikasi usulan dari provinsi akan dilakukan oleh Kemendagri, Kementerian PPN/Bappenas RI dan kementerian/lembaga lainnya.
“Verifikasi usulan DAK Fisik Tahun 2022 kabupaten/kota yang dilakukan provinsi merupakan tugas dan kewenangan provinsi, sebagai wakil dari pemerintah pusat di daerah, oleh karenanya verfikasilah dengan sebaik-baiknya, karena ini akan berpengaruh terhadap hasil dari usulan yang disampaikan kabupaten/kota", kata Sekretaris Bappeda Provinsi Kepulauan Bangka Belitung, pada saat membuka Rapat Persiapan Verifikasi DAK Kabupaten/Kota, Jumat (02/07).
Pihak Kementerian PPN/Bappenas RI, menurut Sekretaris Bappeda Provinsi Kepulauan Bangka Belitung, memberikan beberapa pembaharuan terhadap aplikasi Krisna DAK 2021, salah satunya, verifikator dapat memberikan bobot penilaian terhadap masing-masing kriteria penilaian.
Adapun yang menjadi kriterianya, dukungan terhadap capaian SPM, tingkat kepatuhan pelaporan kemajuan pelaksanaan DAK pertriwulan tahun sebelumnya, serta kesesuaian kewenangan.
"Dalam pembaharuan aplikasi Krisna, Bappenas itu mengikutsertakan untuk berapa indikator-indikator yang nanti akan mempengaruhi diterima atau tidaknya usulan kabupaten/kota, tentu saja indikator-indikator ini sudah ditetapkan oleh pemerintah pusat, semakin lengkap readiness kriteria-nya, semakin tinggi juga tingkat terakomodirnya usulan," kata Sekretaris Bappeda Provinsi Kepulauan Bangka Belitung.
Sekretaris Bappeda Provinsi Kepulauan Bangka Belitung juga meminta kepada perangkat daerah dan mitra PD yang ada di Bappeda untuk terus membangun komunikasi dengan kabupaten/kota terhadap usulan yang disampaikan pada DAK Fisik 2022.
"DAK ini dapat menjadi salah satu sumber pendanaan yang diharapkan oleh provinsi dan kabupaten/kota untuk melakukan pembangunan di daerah, apalagi kondisi keuangan kita masih belum akibat pandemi Covid-19," ujar Sekretaris Bappeda Provinsi Kepulauan Bangka Belitung.
Provincial Government Verifies 2022 Physical DAK Proposals of Regencies/Municipality
Pangkalpinang. Secretary of the Bappeda of Kepulauan Bangka Belitung Province, Joko Triadhi asked the regional apparatuses (PD) with their partners in Bappeda Kep. Babel to properly verify the 2022 Physical Special Allocation Fund (DAK) proposal from the regencies/municipality through the 2021 DAK Krisna Application.
Verification of the proposed district/municipality’s Physical DAK of 2022 by the province will be carried out from July 2 to July 7, 2021. Meanwhile, the verification of proposals from the province will be carried out by the Ministry of Home Affairs, the Ministry of National Development Planning/Bappenas RI, and other ministries/agencies.
"Verifying the regencies/municipality’s Physical DAK 2022 is the duty and authority of the province as the representative of the central government in the regions. Therefore, do it well, this will affect the results of the regency/municipality’s proposals," said Joko Triadhi, at the opening of the regencies/municipality's DAK Verification Preparatory Meeting, Friday (02/07).
The Ministry of National Development Planning/Bappenas RI, according to Joko Triadhi, provided several updates to the 2021 DAK Krisna application, one of which was that the verifier could weight each of the assessment criteria.
As for the criteria, support for the achievement of Minimum Service Standards (SPM), the level of compliance in quarterly progress report of DAK implementation of the previous year, as well as the suitability of authority.
“In the updated Krisna application, Bappenas includes several indicators that will later affect the acceptance or rejection of regency/municipality's proposals, of course, the indicators have been set by the central government, the more complete the readiness criteria, the higher the level of accommodation for proposals,” said Joko Triadhi
Joko Triadhi also asked the regional apparatus and PD partners in Bappeda to continue to build communication with the regencies/municipality regarding the submitted 2022 Physical DAK proposals.
"This DAK can be one of the sources of funding expected by the province and regency / municipality to carry out development in the region, especially since our financial condition is still not [in good condition] due to the Covid-19 pandemic," said Joko Triadhi.
