Pangkalan Baru – Penjabat (Pj.) Gubernur Kepulauan Bangka Belitung (Kep. Babel) Suganda Pandapotan Pasaribu membuka kegiatan Penyerahan Perangkat Daerah Awards 2022 dan Pasca-Musrenbang Rencana Kerja Pemerintah Daerah (RKPD) Tahun 2024, Rabu (21/06/2023). Pascamusrenbang RKPD 2024 dilaksanakan untuk memastikan program dan kegiatan di perangkat daerah (PD) telah diakomodir dalam rancangan akhir RKPD.
Pj. Gubernur Suganda menyampaikan bahwa Pasca-Musrenbang ini dilaksanakan sesuai dengan amanat Undang-Undang Nomor 25 Tahun 2004 Tentang Sistem Perencanaan Nasional dan Permendagri Nomor 86 tahun 2017 Tentang Tata Cara Perencanaan, Pengendalian, dan Evaluasi Pembangunan Daerah, Tata Cara Evaluasi Rancangan Peraturan Daerah Tentang RPJPD dan RPJMD, serta Tata Cara Perubahan RPJPD, RPJMD, dan RKPD. "Perencanaan pembangunan daerah yang berorientasi pada proses dilaksanakan dengan pendekatan teknokratik, partisipatif, politis, dari atas ke bawah atau top-down, dan dari bawah ke atas bottom-up," kata Pj. Gubernur Suganda di Ballroom Hotel Soll Marina Pangkalan Baru.
RKPD Tahun 2024, tambah Pj Gubernur Suganda, mengusung tema ‘Penguatan Ekonomi Berkelanjutan Melalui Pengembangan Sumber Daya Manusia dan Stabilitas Demokrasi’. "Tema pembangunan tahun 2024 mempertimbangkan beberapa capaian indikator makro, dinamika internal dan eksternal, isu-isu strategis, sinkronisasi Rencana Kerja Pemerintah Tahun 2024, Rencana Pembangunan Daerah Provinsi Kepulauan Bangka Belitung Tahun 2023-2026, serta masukan dari stakeholder dalam forum konsultasi publik," kata Pj. Gubernur Suganda.
Acara dilanjutkan dengan pemaparan materi dan rapat pleno desk. Pemaparan materi diisi oleh Kepala Badan Keuangan Daerah Provinsi Kepulauan Bangka Belitung, M. Haris, dan Kepala Bidang Perencanaan, Pengendalian dan Evaluasi Pembangunan Daerah, Bappeda Kep. Babel, Agung Dwi Chandra, dengan moderator Analis Kebijakan Madya Bappeda Provinsi Kepulauan Bangka Belitung, Fitriansyah. Sebelum pemaparan dan rapat pleno desk, dilaksanakan pengumuman 12 pemenang dalam ajang Perangkat Daerah Terbaik Award 2022, dimana Bappeda Provinsi Kepulauan Bangka Belitung meraih peringkat satu pada kategori Nilai SAKIP, dengan nilai 7,46.
Terdapat 12 pemenang dalam ajang Perangkat Daerah Terbaik Award 2022 sesuai dengan kategori. Keduabelas perangkat daerah provinsi terbaik perkomponen penilaian Rapor Kinerja 2022 di antaranya:
- Indeks kepuasan masyarakat diraih oleh Dinas Penanaman Modal dan Pelayanan Satu Pintu (DPMPTSP) dengan nilai 8,28;
- Inovasi daerah diraih oleh RSUP dengan nilai 9,00;
- Pengukuran capaian kinerja tahunan diraih BKPSDM dengan nilai 9,00;
- Nilai SAKIP dimenangkan BAPPEDA dengan nilai 7,46;
- Tata kelola data statistik sektoral PD dimenangkan Dinas Koperasi dan UKM dengan nilai 7,65;
- Layanan Sistem Pemerintahan Berbasis Elektronik (SPBE) dimenangkan BKPSDMD dengan nilai 8,00;
- Ketepatan waktu input aplikasi E-SAKIP Review (ESR) dimenangkan Dinas Pendidikan dengan nilai 7,50;
- Kehadiran pegawai dimenangkan BKPSDMD dengan nilai 7,99;
- Pemanfaatan sistem pengadaan dan penggunaan Produk Dalam Negeri (PDN), diraih Badan Kesbangpol dengan nilai 6,40;
- Kualitas pengelolaan Barang Milik Daerah (BMD) diraih DPMPTSP dengan nilai 8,00;
- Tingkat implementasi kebijakan pengelolaan kinerja ASN dimenangkan Dinas Kesehatan dengan nilai 8,00;
- Implementasi employer branding dimenangkan DP3ACSKB dengan nilai 7,50.
Sementara untuk perangkat daerah provinsi dengan Rapor Kinerja Terbaik Tahun 2022 pemenangnya yaitu
1. Peringkat I diraih oleh BKPSDMD Kep. Babel;
2. Peringkat II diraih oleh Dinas Komunikasi dan Informasi;
3. Peringkat III diraih oleh Dinas Koperasi dan UKM.
Acting Governor Presents PD Awards 2022 and Opens RKPD 2024 Post Musrenbang
Pangkalan Baru – Acting (Pj.) Governor of Kepulauan Bangka Belitung (Kep. Babel) Suganda Pandapotan Pasaribu opened the PDAwards 2022 ceremony and Post-Musrenbang of the Regional Government Work Plan (RKPD) 2024 on Wednesday, June 21, 2023. Post-Musrenbang RKPD 2024 is carried out to ensure that programs and activities in regional units (PD) have been accommodated in the final draft of the RKPD.
Pj. Governor Suganda said that the Post-Musrenbang (Post–Development Planning Deliberation) was carried out in accordance with the Law Number 25 of 2004 concerning the National Planning System and Permendagri Number 86 of 2017 concerning Procedures for Regional Development Planning, Controlling, and Evaluating, Procedures for Evaluating Regional Regulation Drafts on RPJPD and RPJMD, as well as Procedures for Amending RPJPD, RPJMD, and RKPD. "Process-oriented regional development planning is carried out with a technocratic, participatory, political, top-down, and bottom-up approach," said Pj. Governor Suganda in the Ballroom of Soll Marina Hotel in Pangkalan Baru.
The 2024 RKPD, added Pj Governor Suganda, carries the theme 'Strengthening the Sustainable Economy Through Human Resource Development and Democratic Stability'. "The 2024 development theme considers several achievements in macro indicators, internal and external dynamics, strategic issues, synchronization of the Government Work Plan for 2024, the Regional Development Plan for 2023-2026 of Kepulauan Bangka Belitung Province, as well as inputs from stakeholders in the public consultation forum," said Pj. Governor Suganda.
The event continued with presentations and a plenary desk meeting. The presentations weres made by the Head of the Kepulauan Bangka Belitung Province Regional Finance Agency, M. Haris, and the Head of the Regional Development Planning, Controlling, and Evaluation Division of Bappeda of Kepulauan Bangka Belitung Province, Agung Dwi Chandra. The Associate Policy Analyst of Bappeda of Kepulauan Bangka Belitung Province, Fitriansyah moderated the presentations. Before the presentations and plenary desk meeting, 12 winners were announced in the Best Regional Units Award 2022, where Bappeda of Kepulauan Bangka Belitung Province won first place in the SAKIP Assessment category with a score of 7.46.
There were 12 winners in the Best Regional Units Award 2022 based on categories. The twelve best provincial regional units by components of the 2022 Performance Report Card assessment include:
1. The public satisfaction index was achieved by the Investment and One-Stop Integrated Service Office (DPMPTSP) with a score of 8.28;
2. Regional innovation was achieved by Provincial General Hospital (RSUP) with a score of 9.00;
3. Annual performance achievement measurement was won by Personnel and Human Resource Development Agency (BKPSDM) with a score of 9.00;
4. BAPPEDA won the Integrated Government Performance Accountability System (SAKIP) assessment with a score of 7.46;
5. Regional Unit sectoral statistical data governance was won by the Office of Cooperative and SMEs (KUKM) with a score of 7.65;
6. Electronic-Based Government System (SPBE) service was won by BKPSDMD with a score of 8.00;
7. Timeliness of E-SAKIP Review (ESR) application input was won by the Education Office with a score of 7.50;
8. BKPSDMD won employee attendance with a score of 7.99;
9. Utilization of the procurement system and the use of Domestic Products (PDN) was won by the National and Political Unity (Kesbangpol) Agency with a score of 6.40;
10. DPMPTSP won the quality of management of Regional Property (BMD) with a score of 8.00;
11. The implementation of Government Civil Officers (ASN) performance management policies was won by the Health Office with a score of 8.00;
12. Implementation of employer branding was won by Woman Empowerment, Children Protection, Civil Registration, and Family Planning Office (DP3ACSKB) with a score of 7.50.
Meanwhile, the winners of regional units with the Best Performance Report Card in 2022 are
1. The first place went to BKPSDMD;
2. Second place went to the Communication and Information Office;
3. Third place went to the Office of Cooperatives and SMEs.
