Pangkalpinang. Provinsi Kepulauan Bangka Belitung menjadi salah satu daerah yang masa Rencana Pembangunan Jangka Menengah Daerah (RPJMD) akan habis pada tahun 2022. Di tahun 2022, setidaknya terdapat 7 provinsi dan 94 kabupaten/kota di Indonesia yang masa RPJMD-nya berakhir.
Kasubdit Perencanaan dan Evaluasi Wilayah I DIT. Perencanaan, Evaluasi dan Informasi Pembangunan Daerah, Bagus Agung Herbowo mengatakan, untuk provinsi yang masa RPJMD-nya habis pada tahun 2022, penyusunan RKPD Tahun 2023 berpedoman pada RPJPD Provinsi 2005-2025, serta memperhatikan RPJMN 2020-2024 dan RKP 2023 serta 2024.
Hal tersebut berdasarkan Surat Edaran Mendagri Nomor 640/16/SJ tentang Penyusunan Dokumen Perencanaan Pembangunan Daerah Pasca Pemilihan Kepala Daerah Serentak Tahun 2020.
"Begitu juga untuk kabupaten/kota, bupati atau walikota menyusun RKPD mengacu pada RPJPD kabupaten/kota tahun 2005-2025 serta memperhatikan juga RPJMD, RKPD provinsi, dan RKP Tahun 2023 serta Tahun 2024," kata Herbowo melalui virtual meeting pada saat acara Orientasi Penyusunan RKPD Provinsi Kepulauan Bangka Belitung Tahun 2023, di ruang rapat Pulau Ketawai, Selasa (07/12).
Selain itu, menurut Herbowo, penyusunan RKPD Tahun 2023 juga perlu memperhatikan hasil evaluasi capaian RKPD Tahun 2021 Triwulan III dan prognosis capaian akhir RPJMD sampai dengan tahun 2022, serta memperhatikan hasil evaluasi dari sasaran pokok RPJPD sampai dengan tahun berkenaan.
Sekretaris Bappeda Prov. Kep. Babel menjelaskan, RPJPD Provinsi Kepulauan Bangka Belitung Tahun 2005-2025 sudah memasuki tahap ke IV Tahun 2020-2025.
Dengan fokus pembangunan pada penguatan dan peningkatan perekonomian daerah, peningkatan kapasitas dan kualitas SDM, peningkatan partisipasi publik dalam proses pembuatan kebijakan, peningkatan Indeks Demokrasi Indonesia, peningkatkan Indeks Reformasi Birokrasi, serta peningkatan rasio belanja publik terhadap belanja aparatur".
Dilanjutkan oleh Sekretaris Bappeda Provinsi Kepulauan Bangka Belitung, pada tahap ke IV RPJPD, terdapat enam sasaran pokok yaitu, meningkatnya ekonomi daerah, terpenuhinya kapasitas dan kualitas SDM , meningkatnya Indeks Reformasi Birokrasi, meningkatnya Indeks Demokrasi Indonesia Provinsi, menurunnya disparitas pembangunan antar wilayah dan masyarakat, serta meningkatnya kualitas lingkungan hidup dan terkelolanya sumber daya alam.
"Dari keenam sasaran pokok RPJPD ini lah yang nantinya akan menjadi tujuan dan sasaran dari RKPD Provinsi Kepulauan Bangka Belitung Tahun 2023," kata Sekretaris Bappeda Provinsi Kepulauan Bangka Belitung.
Pada kesempatan yang sama, Kepala Bappeda Provinsi Kepulauan Bangka Belitung, Fery Insani mengatakan, pada penyusunan RKPD Tahun 2023 akan ada perbedaan dimana usulan program dan kegiatan serta pokok-pokok pikiran (Pokir) anggota DPRD dibuka seluas-luasnya yang kemudian diinput kedalam Sistem Informasi Pemerintahan Daerah (SIPD). Pembahasan pagu anggaran sendiri akan difokuskan pada saat pembahasan KUA PPAS.
"Hal ini dilakukan untuk memastikan seluruh usulan terekam dalam SIPD. Untuk Pokir akan dibahas lebih lanjut dengan mempertemukan anggota DPRD, perangkat daerah dan Bappeda yang kemudian secara bersama-sama melakukan verfikasi," kata Fery Insani, melalui aplikasi virtual meeting.
Kepulauan Bangka Belitung Prepares 2023 RKPD
Pangkalpinang. Kepulauan Bangka Belitung Province is one of the regions whose Regional Medium-Term Development Plan (RPJMD) period will expire in 2022. In 2022, there will be at least 7 Provinces and 94 regencies/municipalities whose RPJMD period ends.
Head of Sub-Directorate for Planning and Evaluation of Region I of Regional Development Planning, Evaluation and Information Directorate, Bagus Agung Herbowo said, for provinces whose RPJMD period ends in 2022, the preparation of the 2023 Regional Annual Government Plan (RKPD) is in accordance with the 2005-2025 Provincial Regional Long-term Development Plan (RPJPD), and pays attention to the 2020-2024 National Long-term Development Plan (RPJMN) and 2023 as well as 2024 National Annual Government Plan (RKP).
This is based on the Circular Letter of the Minister of Home Affairs Number 640/16/SJ concerning the Preparation of Regional Development Planning Documents after the 2020 Simultaneous Regional Head Elections.
"Similarly for regencies/municipalities, the regents or mayors prepare the RKPD referring to the 2005-2025 regency/municipality’s RPJPD and also pay attention to the RPJMD, Provincial RKPD, as well as 2023 and 2024 RKP," said Herbowo through a virtual meeting during the Orientation Meeting for RKPD of Kepulauan Bangka Belitung Province of 2023 Preparation, in the Ketawai Island meeting room, Tuesday (07/12).
In addition, according to Herbowo, the preparation of the 2023 RKPD also needs to pay attention to the results of the evaluation of the 2021 RKPD achievements in the third quarter, and the prognosis of the final achievements of the RPJMD until 2022, and pay attention to the evaluation results of the main targets of the RPJPD up to the year concerned.
Secretary of Bappeda of Bangka Belitung, Joko Triadhi explained, the 2005-2025 RPJPD of Kepulauan Bangka Belitung Province has entered the fourth stage in the 2020-2025 year.
Development focuses on strengthening and improving the regional economy, increasing the capacity and quality of human resources, increasing public participation in the policy-making process, increasing the Indonesian Democracy Index, increasing the Bureaucratic Reform Index, and increasing the ratio of public spending to apparatus spending.
Continued by Joko Triadhi, in the fourth stage of the RPJPD, there are six main targets, which are increasing the regional economy, improving the capacity and quality of human resources, increasing the Bureaucratic Reform Index, increasing the Provincial Indonesian Democracy Index, reducing development disparities among regions and among communities, and increasing the quality of the environment as well as managing natural resources.
"It is the six main targets of the RPJPD that will be the goals and objectives of the 2023 RKPD of Kepulauan Bangka Belitung Province," said Joko Triadhi.
On the same occasion, the Head of Bappeda of the Kepulauan Bangka Belitung Province, Fery Insani said, there would be some differences in the preparation of the 2023 RKPD, in which the number of proposed programs and activities as well as the main ideas (Pokir) from the Regional House of Representative (DPRD), which are then inputted into the Local Government Information System (SIPD), will be opened to the widest possible. The discussion of the budget ceiling itself will be focused on the discussion of General Budget Policy and Temporary Budget Ceiling Priority (KUA-PPAS).
"This is done to ensure that all proposals are recorded in the SIPD, for Pokir to be discussed further and verified by bringing together DPRD members, regional working units, and Bappeda," said Fery Insani, through the virtual meeting application.
