Pangkalpinang – Bertempat di Ruang Rapat Pulau Ketawai, Kantor Bappeda Provinsi Kepulauan Bangka Bellitung, Badan Kepegawaian dan Pengembangan SDM Daerah (BKPSDMD) menggelar Sosialisasi Peraturan Gubernur Kepulauan Bangka Belitung Nomor 10 Tahun 2022, Monev Aplikasi Simadig dan Aplikasi E-Kinerja, Selasa (24/05).
Menurut Kasubag Umum Bappeda Prov. Kep. Babel, Sidik Cahyono, sosialisasi bertujuan untuk memberikan pemahaman kepada aparatur sipil negara (ASN) yang ada di Bappeda Babel mengenai Peraturan Gubernur tentang Tambahan Penghasilan Pegawai (TPP) dan penggunaan aplikasi Simadig dan E-Kinerja.
"Terima kasih kepada Tim BKPSDMD yang telah hadir untuk memberikan penjelasan kepada ASN yang ada di Bappeda, sehingga teman-teman Bappeda Babel ini dapat menyimak penjelasan langsung dari narasumber,” kata Sidik Cahyono.
Analis Kepegawaian BKPSDMD, Dina Diana mengatakan TPP diberikan dengan tujuan untuk meningkatkan kualitas pelayanan kepada masyarakat, kinerja dan displin pegawai, serta meningkatkan keadilan dan kesejahteraan pegawai.
Pemberian TPP, lanjut Dina Diana, diberikan atas dasar hasil penilaian kinerja yang terdiri dari unsur produktivitas kerja dan disiplin kerja. Disiplin kerja memiliki bobot kinerja 30 persen dari perhitungan TPP yang dihitung berdasarkan nilai persentase kehadiran.
"Produktivitas kerja memiliki bobot 70 persen dari hasil perhitungan TPP, yang dinilai dari pencapaian target SKP (Sasaran Kinerja Pegawai -red) dihitung berdasarkan capaian realisasi catatan kinerja bulanan pada bulan berkenaan," kata Dina Diana.
Ketua Tim Sosialisasi dari BKPSDMD, yang juga analis kepegawaian, David Yuliandi menjelaskan, di dalam Pergub TPP No 10 Tahun 2022, ASN bisa mendapat tambahan TPP, namun harus memenuhi beberapa kriteria yang telah dipersyaratkan.
Kriteria dimaksud adalah seperti telah melaksanakan pemutakhiran data mandiri pada aplikasi Simadig dan telah mendapat persetujuan atasan langsung, yang akan diberikan tambahan TPP ASN sebesar 1% (satu persen) pada bulan berkenaan.
Bagi ASN yang melaksanakan pengisian rencana pengembangan kompetensi ASN pada aplikasi Renbangkom serta telah mendapat persetujuan atasan langsung, akan diberikan tambahan TPP ASN sebesar 1% (satu persen) pada bulan berikutnya.
ASN yang melaksanakan diklat minimal 20 jam pelajaran atau seminar/workshop/bimtek berdasarkan pengisian laporan pada Renbangkom dan pengisian data mandiri pada Simadig diberikan tambahan TPP sebesar 5 persen.
Pegawai ASN yang mendapatkan penghargaan dan ditetapkan sebagai ASN berprestasi diberikan tambahan TPP. Untuk penghargaan tingkat provinsi diberikan tambahan sebesar 25 persen, sedangkan penghargaan tingkat unit organisasi sebesar 5 persen.
Selain sosialisasi Pergub TPP Nomor 10 Tahun 2022, dijelaskan juga tentang cara penggunaan aplikasi Satam ASN, Renbangkom, Simadig dan E-Kinerja oleh pranata komputer dari BKPSDMD, Andre Surya Kusuma.
Bappeda Officers Participate in 2022 TPP Regulation Dissemination and E-Kinerja Apps
Pangkalpinang – Taking place in Pulau Ketawai Meeting Room of Bappeda Office of Kepulauan Bangka Belitung (Babel) Province, the Regional Human Resources Development and Personnel Agency (BKPSDMD) held dissemination on the Regulation of the Governor of Kepulauan Bangka Belitung Number 10 of 2022, and Simadig and E-Kinerja applications monitoring and evaluation, Tuesday (22/ 05).
According to the Head of General Affairs Subdivision of Bappeda, Sidik Cahyono, the dissemination aims to provide understanding to the civil servants (ASN) in Bappeda Babel regarding the Governor Regulation on Additional Income for civil servants (TPP) and how to use Simadig and E-Kinerja applications.
"Thank you to the BKPSDMD team for coming to give explanations [about TPP and the application – transl.ed.] to ASN in Bappeda, so that colleagues in Bappeda can get direct explanations from the source," said Sidik Cahyono.
BKPSDMD Personnel Analyst, Dina Diana said, the TPP was given to improve the quality of service to the community, performance, and employee discipline, as well as to improve employee justice and welfare.
The, continued Dina Diana, was given based on the results of a performance assessment consisting of work productivity and discipline elements. Work discipline has a performance weight of 30 % in the TPP calculation, which is calculated based on attendance.
"Work productivity has a weight of 70 percent from the TPP calculation results, which is assessed from the achievement of the SKP [Employee Performance Target –transl.ed.] calculated based on the realization of monthly performance record in the month concerned," said Dina Diana.
The dissemination team coordinator from BKPSDMD, who is also a personnel analyst, David Yuliandi, explained that in Governor Regulation No. 10 of 2022 on TPP, ASN can get an additional TPP if they meet several required criteria.
The criteria are such as having carried out self-data updating on the Simadig application approved by the direct supervisor, which will be given an additional 1% TPP in the relevant month.
For ASN to complete the ASN competency building plan in the Renbangkom application approved by the direct supervisor, an additional TPP of 1% will be given in the following month.
ASN carrying out training at least 20 lesson-hour, or following seminars/workshops/technical course based on the filling reports in Renbangkom and self-updating data in Simadig, receive 5 percent additional TPP.
ASN receiving awards and being outstanding ASN is given additional TPP. For the provincial-level awards, an additional 25 percent is given, while for the organizational unit-level award, the additional TPP is 5 percent.
In addition to the dissemination of the TPP, it was also explained how to use the Satam ASN, Renbangkom, Simadig, and E-Kinerja applications by a computer administrator from BKPSDMD, Andre Surya Kusuma.
